Hi There, I would try to unpair the headphones and then pair them again to see if that corrects the issue. Also, when you pair these earbuds, be sure to pair the right earbud first. It will be the earbud that shows up with the -R at the end of the name of it.
If your phone supports wireless charging then it will charge when you set it on top of the hub. If you plug the phone into the hub then the cable will take over charging your device. So to answer your question, yes you can plug your device into the hub while it sits on top of the hub. The only change is the charging behavior.
